Yes, you will get CSE dual degree course in IIT-R and B.tech in CSE in IIT Guwahati. However, you may get a decent branch in the top 5 IITs. Do not think about the new IITs.
If you want to take CSE, go for Roorkee or Guwahati. Also, think about other branches like Chemical, Civil, Mechanical which you may get in the top 5 IITs.
