A candidate can attempt JEE (Advanced) a maximum of two times and that too, in
consecutive years. However, being in the top 1, 50,000 in JEE (Main)-2014 is the prime
eligibility criterion applicable to all irrespective of the attempt number. Those who
appeared in their Qualifying Examination (QE) in 2012 or earlier (irrespective of
whether they passed or failed) are NOT ELIGIBLE. Candidates who attempted IIT-JEE
in 2012 or earlier, are also NOT ELIGIBLE to appear in JEE (Advanced)-2014.
expected rank-27000-35000

He cannot give jee in 2015, as the two chances are already over. You can look for some best institutions along with nits in home state.

Lovely Professional University, Punjab

Thapar Inst. of Engineering & Technology, Patiala

PES Institute of Technology, Bangalore

Bangalore Institute of Technology, Bangalore

good luck!
