Is short notes really necessary for iit jee

It depends on learning way. Generally it is definitely advantageous to make short notes as it helps in quick revision when you are looking at the topics after long time and secondly for some topics it should be mandatory because every thing cannot be understood. Some topic in which there is only mugging up, short notes are quite handy.
