I have qualified jee main 2014 and could not get good marks for jee advanced 2014. Will i be able to write jee advanced 2015 even if i dont clear cut-off for jee main 2015?

My rank is 29k, General, should I opt for any state college cse branch or some Nits in which in which I am getting ECE , chemical, mechanics etc....
