hello sir, my iit jee rank is estimated to be between 4500 and 5000..and i will be getting cse at ism dhanbad is this a good option?

My rank is 29k, General, should I opt for any state college cse branch or some Nits in which in which I am getting ECE , chemical, mechanics etc....
