Applying conservation of Medical energy between points A (the satellite position when its suddenly stops ) to point B on the surface of earth where it strikes with velocity v.

KE=change in potential energy

½mv² = -GMm/r – (-GMm/R)

v² = 2GM/R – 2GM/r

v² = $v_{e}^{2} - 2v_{o}^{2}$

v = $\sqrt{v_{e}^{2} - 2v_{o}^{2}}$
