What would be the admission eligibility criteria for candidates who have passed their QE in 2013 or are appearing in 2014?

For those candidates who appeared QE in 2013 (for the first time) or who will be appearing in 2014, the eligibility criteria for admission is that they must be within the ‘top 20 percentile of successful candidates’ in their respective boards and categories of the corresponding year.
