nothing can be said about the nature of roots as the discriminant can take any value 

for eg b = 1 , a = 2 ,c = 3 D<0 so the roots would be imaginary 

and for b = 5 a = 1 c = 1  D >0 so the roots would be real

so niether of the options given is can be always true
