sir!i am getting 1513 in SC category my zone is iitdelhi there are 276 SC selections from this zone can i get mech,electrical,electronics or civil in roorkee,delhi,kanpur

My rank is 29k, General, should I opt for any state college cse branch or some Nits in which in which I am getting ECE , chemical, mechanics etc....
