Is there any rule that second attempt should be in consicutive year after 12 th????????

As You are unawared of the rule so definately there is  a rule that after 12th the second attempt should be consecutive.

As you know that number of attempts has been decreased to 3 so you need to CAREFUL while attempting IIT JEE.

However score may vary and as a result rank may also vary, a slight difference may create lots of difference in rank.
