Yes this is due to inertia. Because our body doesn't accept sudden change. There will occur some pseudo forces

Law of Inertia says that , if a body is in rest or moton , the body tend to maintain its position , 
Here the body is in motion , so after sudden break it will continue to be in motion, So our upper body does not stop, it will keep in forewar direction,

Law of inertia is also valid, but as the question is from hc verma's chapter it relates to pseudo force. As the body stops with -a acceleration at that particular instant pseudo force inside is opposite and pushes us in forward direction.
