Why we have to keep the arms of deflection magnetometer on east west direction in TanA position..?

In this position arms of magnetometer are perpendicular to the magnetic
meridian and deflection magnetometer works on the principle of tangent
law according to which when two uniform magnetic fields act as right
angels to each other on a magnetic needle,it comes to rest in the
direction of resultant field B = BH tan theta where,
B= magnetic induction due to bar magnet
BH = horizontal component of earth's magnetic field
theta = angel through which the needle is deflected
