Dear student ....Base angle is always taken as cos ,it does not matter whether the line is vertical or horizontal .Here , base angle is on vertical that is why they took vertical component as 4cos 60 and horizontal as 4sin 60....With Regards ....Mahima....(askIITians Forum Expert)

Dear Student,
Please find below the solution to your problem.

As external torque is zero just apply conservation of angular momentum.
I1W1 = I2W2.
So (MR²/2)w0 = (MR²/2 + mR²)w.
So new w = Mw0/(M+2m).
