why rim brakes on a bicycle wheel are located at the outer edge rather than near the hub

At the botton edge the instant break that is to say that external frictional force is applied gets instanly worked upon and the heat gets produced which might melt the metal or the wheel.
And therfore, at the outer edge the bicylce wheels gets enough time to hve stopas Newton’s laws of first motion acts as it is due to inertia.
