Why is the belt of a Van de Graaff generator made of insulating material?

The Van de graaff generator has a long narrowendless belt made of insulating material like rubber or silk because the there should be no loss of potential difference/voltage.. It can build up high voltages of order of a few million volts..Also since it carries +ve charge to another brush connected to large shell, it shd. of be insulating nature..
