All Electric poles are not hollow. The PSCC poles (Pre-Stressed Cement Concrete) used for majority of the local power distribution over head lines are not hollow. However, the Cement concrete SPUN poles are of hollow in structure.

The size, shape and construction of the electric poles are decided basically based on the strength required to withstand the weight and tensile loads of the set of conductors, taking into account the ground clearance required for the specific voltage level.
