Why does the echo for soundwaves hitting a vacuum come back out of phase?

Answer is simple.
Vaccumn doesnot provides a free path to travek the sound easily as the vacumn has zero molecules of air or anything. which hence doesn’t provides the medium for the sound to travel.
And hence it comes back to phase.
