when two particles moving towards each other with velocties. why the velocity of center of mass is zero?

That would be possible only if they have same masses and moving with same speed.
Hence,
Vcom = ((mv icap) + (mv -icap))/(m + m) = 0
due to the oppsote direction that would always be zero.
