Radioactive decay is purely random event. It is independent of external factors that is the environment and also independent of the surface chemistry of the radioactive material. The only thing that can disturb half life of a radioactive material is when it interacts with a high energy particle. The half life is dependent upon the instability of the radioactive material which is completely unpredictable.
