when a body is weighed on an ordinary balance we demand that arm should be horizontal if the weights are equal on to pan.Suppose equalweights areare put on the two pans ,the arm is kept at an anglewith the horizontal and released. is the total torqe 0.if so why does the arm rotate and finaly become horizontal.

Hi,

When you keep the arm at an angle, you lift one side, so that one weight moves higher relative to another, ie, there is a potential energy stored in the sytem. When you release the weight, this PE is converted into rotational energy of arm and It becomes horizontal again.
