Answer :

When sum of all the forces acting on the body is equal to zero or net force on the body is equal to zero so that no acceleration is produce, such balance of force is called balanced force. While, If sum of all the forces acting on the body is not equal to zero or net force on the body is not zero so that body produces acceleration is called unbalanced force.

If the resultant of several forces acting on a body is zero, the forces are said to be balanced forces. Balanced forces do not change the speed of an object, They usually change the shape of it.
 
When the resultant of several forces acting on a body is not zero, the forces are said to be unbalanced forces. A change in the state of rest or uniform motion of a body is produced by unbalanced forces.

Balanced forces are those two forces acting in opposite directions on an object and they are equal in size.when forces are balanced then there is no change in speed or direction.and unbalanced forces are forces acting on an object there is a change in speed and direction.
