what determines the maximum velocity of the photoelectrons?

The energy of the photon actually determines the energy of the photoelectron because the energy of the photon is partly used to eject the electron according to the work function of the metal, the rest goes into being the kinetic energy of the photoelectrons and hence the velocity can be calculated.
