Velocity of car a = 25m/s
 
Velocity of car b = 40m/s
To find,
the velocity of car B relative to car A
Then 
Relative velocity of car b with respect to car a is [ V b/a ] = V-Va 
                     30 - 25 = 5m/s
Therefore velocity of car b with a is 5m/s .
