At max height, only the cos component of the velocity remains and the vertical component is zero. If inital speed is u and the angle of speed is P, 

then, according to question

Speed at max height = 1/2 x initial speed

u cosP = 1/2 u

cosP = 1/2

P = 60°

which is the angle of projectile.
