GIVEN : radius =  25 cm 
the angle between intial and final point of second  hand is 60 o { 1s = 6 o  then 10 s = 60 o]
WKT  dispacement is straight line distance between initial and final point
hence the triangle  so formed has an angle of 60o . so it is a equilateral triangle
so the displacement = radius= 25 cm = ¼ m
velocity = displacement / time taken = ¼/10 = 1/40 m/s
