Statement-1 : Two particles moving in the same direction do not lose all their energy in a completely inelastic collision ?

The statement is true. By law of conservation of linear momentum, the combined system after the completely inelastic collision will have non-zero common velocity. So they cannot completely lose their energy while moving in same direction.

It is possible to lose all the energy if they were moving in opposite direction towards each other.
