a) False.
When a steel wire and a rubber of identical dimensions are stretched the rubber will be extended more. As Young's modulus is inversely proportional to strain, rubber will have lesser value of Young's modulus.

b) True.
When a coil is stretched, there's change in shape of the coil (rather than length/volume), the modulus concerned here is shear modulus.
