Speed of Rain(Vr) = 10 m/sec
Speed of Wind(Vw) = 20m/sec
The individual need to hand his umbrella over the resultant of the speed of rain and twist with a specific end goal to shield himself from the rain.
At that point Angle = Velocity of Rain(Vr)/Velocity of Wind(Vw)
= ½
= tan-1(1/2)
