The component of wind along East-west direction will cancel that of man since relative velocity is towards south.

Hencex=10\sqrt{2} cos45^{\circ}km/hr=10km/hr

When velocity is doubled, the velocity of wind with respect to man=\vec{v_W}-\vec{v_M}=(x\hat{i}+y\hat{j})-(20\hat{i}+20\hat{j})
=(10-20)\hat{i}+(y-20)\hat{j}
Since the angle it forms with south iscot^{-1}2,

\dfrac{20-y}{10}=2
y=0

Hence the wind is flowing towards East with speed 10km/hr.
