Surface tension is defined as ratio of surface force applied on liquid to length along which force act.
surface tension = (surface force)/(length on which force act)
So according to question
surface force = 1.5*10-2N
and length = 30*10-2m
So surface tension = 1.5/30 = 0.05N/m.
