In rotational motion all the particles concerned that is the nucleus, electrons are involved in the rotating process. A fixed point on the uniformly rotating disk or wheel may show constant speed but since we find the direction of motion is continuously changing, the velocity is not constant.

The angular velocity traces a simple sine wave.

Angular speed varies in rotatory motion.
