if a body is said to have zero velocity,then is that body at rest?

Yes, state of rest means zero velocity.
Note that body need not have absolute zero velocty, it just needs to be at rest with respect to the refrence frame under consideration

YES,A BODY IS IN REST POSITION IT STATES THAT IT HAS ZERO VELOCITY .IN THIS CASE DISPLACEMENT  WITH RESPECT TO TIME IS ZERO.
