Suppose two masses of M1 and M2 are hanging from a massless puley , 
 
force will act on M1 and M2 in downward direction, 
 
We know that force due to gravity is = M*g
 
so the more mass the more will be force due to gravity,
 
so , pulley will move in the direction where there is more mass .
