How the velocity of river and velocity of man w.r.t river are equal ?

The question is a little incomplete. However if we consider a river flowing with velocity\vec{v_R}, the velocity of man with respect to river, which is\vec{v_{MR}}=\vec{v_M}-\vec{v_R}can have any magnitude depending upon the velocity of man. As the simplest example, if man is swimming with twice the speed of river in the direction of river, the velocity of man with respect to river will be\vec{v_{MR}}=\vec{v_M}-\vec{v_R}=2\vec{v_R}-\vec{v_R}=\vec{v_R}
