How is stress a `Tensor` when Pressure is `not a Tensor`?! (Pressure=Stress)

Pressure is produced in fluids and pressure is the Force per unit area while Stress is produced in Solid matter and it is the restoring force per unit area that' why Strees is Tensor while pressure is not.
