Given sum of vectors p,q,r,s is equal to 0. So tell this is true that vectors p,q,r,s must each be a null vector ?

No . It can also be that these vectors collectively form a closed polygon with vector directed in same direction that is clockwise or anticlockwise . If it is so then by using triangle law of vector addition 2 times we get 0 result
