Need to know the weight of the arm and the weight, the length of the arm, (the radius from the center of the axis to the center of gravity of the weight & Arm, how fast (RPM) and how quickly you need it to achieve that RPM (acceleration). Given those inputs,the rest is basic physics. F=MA, defined as torque in ft lbs or equivalent. Bearing friction will be a minor factor.
