yes.
when short circuit occurs there is large current (more than 100 times rated current or even more) flows through the fuse before entering to the main circuit.Then fuse burst out or shut down the supply to the circuit.
when over load occurs high current passes through the fuse which is more than the rated current .so fuse will burst out to protect the circuit.
