The difference is that electromagnetic waves are waves from alternating electric waves, which makes a magnetic wave in front of it, which then makes an electric wave in front of that and repeats. Some radiation is electromagnetic waves, but the most known radiation (nuclear radiation) is from a decaying, unstable nucleus that is releasing neutrons.
