Only metals whih has valency of +1 and +2 are suitable for Photoelectric process.
As they are in a rapid condition to take electrons to complete its octet.
Thus are more eager to show photoelectric effect.
.
Carbon has valency 4 which will take high enrhgy to release an elctron .
Its Work function wouldd be so high that the power supplied would be even more than the energy it would provide thenrefore not suitable for Photoelectric process.
