Here a orifice means a hole in the tank at a certain height.
R.max = 6m
By torricelli theorem,
(NCERT XI Properties of fluid)
Horizontal range,
 R=2[h(H-h)]^{\frac{1}{2}}
When R = max
        H=R_{max}
H- height of the tank
On such a case the height of orifice from top would be,
h=\frac{H}{2}
    =\frac{6}{2}
    =3 m
