Re-posting the answer again:
Under water thereading of the balance under water will be less as compare to the reading of the spring balance in air.
AS under water Buoyancy force too starts acting upwards and therefore, the eqn. becomes:
kx + B = mg
and reading we get is:
x = mg/k – B/k.
