Since the car is moving with constant velocity, there's no change in the speed of rotation of the wheel, so the only acceleration will be centripetal (a = v^2/r), and centripetal acceleration acts towards the center of the curve (center of the wheel), so just when it gets picked up, mud's acceleration is vertically upward.

The mud particle is stick to the tyre, As the car move mud particle will be thrown tangentially.

As 1st law states particle at rest want to remain at rest and particle at motion want to remain at motion .
In the same way mud particle want to go straight.
