PE = mgh 

since the final h is 60% of the initial h, 40% of the energy was lost. 

For the actual amount, plug in the values

Energy lost = mg(h- h1) = 0.1 kg * 9.81 m/s* (5-3) = 1.962 J
This energy lost goes in the form of heat & sound energy and deformation in the surfaces. This is what we call as INELASTIC COLLISION.
