Sunlight is absorbed by the ground and then the heated ground emits Infrared Rays. These reflected IR rays are responsible for heating the atmosphere. The Sunlight does not heat up the atmosphere.

As we climb to bigger heights, the IR rays emitted from the earth decrease in intensity and hence the temperature drops.
