To left side consider a non conducting plate with a silk thread attached at the centre. To the right side consider a ball fastened with same silk thread and makes 60 degree with vertical. 
 
At the position where the ball is,  draw downward vertical component and horizontal component. 
 
Therefore. TanΦ = qE / mg . E= Sigma/ 2€0
The answer is  7.5*10^-7 C/m^2
