When body is moving that is it is in kinematic state then kinetic friction will act. When body is in not moving then static friction acts. Both the friction forces never act together. Either one will be acting.

In ur case when static friction provides the accelaration for example circular motion then kinetic friction is not acting.

Circular motion is the only case when body is moving and centripetal force or centripetal accelaration is provided by static friction.
