IF WE DIPPED ANY LENS(CONVEX OR CONCAVE) OR ANY MIRROR(CONCAVE OR CONVEX) IN WATER OR OIL OR GLYCERINE,IS THERE ANY EFFECT IN CONVERGENCE OR FOCAL LENGTH OF LENCE OR MIRROR.

hence ofcourse it changes according to as wat is d ratio of (ulens/uobject)  ...if its greater dan 1..new f is +ve and hence converging...

if its less dan 1,, new f is -ve and hence diverging

No, the focal lenght is the property of the mirror, not of the medium in what is situated.
the focal lenght = mirror radius / 2
