dear christin ,

For any particle to move in circle , there has to be a centripetal force . tension comes to play only because it has to supply a component of centripetal force which gravity is not able to provide at every point as its direction is downward. but the highest point the velocity is horizontal , so centripetal force is required just in the direction of gravity . therefore tension is not required and T=0 at highest point.
