if a baloom going up,then it's p.e.....and why?

As the balloon goes up, there are twoforces acting on it- gravity and the upward force of buoyancy. The buoyant force is obviously greater in magnitude than the gravity. In addition, the ballon moves in the direction of buoyancy. therefore, potential energy decreases.
